Issue with investigate missing freighter mission

I need help completing a mission. The mission name is “investigate missing freighters”. I follow the steps: get the cargo, jump to the first sector, jump to second sector and jump to the third sector. When I jump to the third sector nothing happens. The quest just states that they usually go to (the sector that it states). There are pirates In that sector. I have tried waiting, restarting, jumping in and out agin, and attacking them. When I kill them and come back into the sector there is a pirate dock there and after killing it, nothing. I have tried 3 different mission with no luck.  Pleas help.
