seumas
Based on the game patch notes: I thought that neutral zones were safe. I was in one today when after 5 mins about 7 of the Xsotan faction show up and start blasting away at NPCs and our team. Have neutral zones changed? (beta version). http://www.avorion.net/forum/index.php/topic,2955.0.html
SilverKnightGG
I suspect they are referring "no attacks" as no factions will attack the faction in this sector, but that could be wrong. I've always noticed pirates and xsotan attacking neutral zone sectors and just figured this was the case.
J4H3AD
It's meaning PvP is disabled in that sector.
Kamo
In Neutral Zones, Pirates are nonexistent but the Xsotan's delayed spawn still happens, which means the player is mostly at peace, unless the player is also mining/salvaging/having autodefending turrets, which would trigger the Xsotans' aggression. Otherwise, since the Xsotan do not attack unless the player or one of his ships fires, the player is almost free to build.

riess
The Xsotan attack is delayed event. The actual attack happens some time after script started countdown. Neutral systems prevent new hostile events from starting, but don't prevent already running events from stopping. So if you've already had message about subspace signals in other system, and then jumped to neutral system, that will not prevent Xsotan attack because script counting down to their attack has already started. But once you get rid of the Xsotan that jumped in, neutral system will prevent countdown from restarting until you leave it.
