Water Collector will not sell any water to NPC's. Full cargo. High area demand.

After farming credits and resources for several hours, I built a water collector in a high-demand area. The stations cargo is now full, and has been for a couple of hours with not a single sale.

Is this a bug or am I dong something incorrectly?

Have the same problem with a Noble Metal mine. It occassionally stops selling/buying anything, so far I've only been able to temporarily fix it by enabling/disabling transport mode. Also have a factory next to it that's always been working perfectly fine.
