Is this game abandoned?

Narrowed it down to the recent steam client. Using a steam emulator on these files doesn't produce low fps.

i7-10700KF CPU Nvidia 2070 RTX, 8gb vram 32gb system ram Tested the following to no avail: Borderless/Fullscreen/Windowed All graphics set to lowest values Used DDU to clean nvidia drivers in safe mode, used nvslimmer to install ver 536.23 Ran malwarebytes adw, clean Moved steam files from OS drive m2 nvme ssd to 500gb storage sata ssd Disabled steam overlay Moved to beta branch, and back to early 2.0 release. Forced GPU(opengl rendering GPU) in nvidia control panel to 2070 rtx Forced high performance mode Reinstalled game Installed dedicated server on NAS system and joined it. Only things left to think about is reformatting PC. Have attached screenshots with frame polling turned on, and F1 on to see latency.
