Not 100 percent sure why but its working now. I was nuetral and now I have good standing. Only thing I can see as a difference. Considering I had it at 0 percent increase on price I am confused as to why this changed it. But I am happy it has. EDIT: It just stopped again. I see no reasoning.

I have several stations setup so I know this isnt user error. I have a water station that should be delivering water to two stations within sector. Initial setup it was delivering. Then randomly stopped and wouldnt restart. Tried restarting local client. Rebooted server and logged back in. It was delivering for about 2 minutes then stopped again. No issues in supply chain. I tried manually selling and when I try to type the numbers it adds a - with two random numbers in front. It wont let me delete these numbers. Tested keyboard and not an issue. I am on version both client and server are on newest non-beta edition.
