You can edit the 'server.ini' in your saved galaxy folder.

We addressed the issue with the game still spawning when actually paused. The fix should included in the next patch.

These are good ideas. As you know we introduced that item limit to improve Avorion's performance. But you can configure that limit for yourselves in the server.ini.
